Former Minister of Public Education, Ministry of Education, Mexico

Otto Granados studied law at the National Autonomous University of Mexico and political science at El Colegio de México. At the age of 26, he was the private secretary of Jesús Reyes Heroles, who was in charge of the Ministry of Public Education.

Granados has had an extensive educational career, occupying government functions at the national and international level. Among other positions, he was a senior officer of the Secretariat of Programming and Budget; General Director of Social Communication of the Presidency of the Republic; governor of Aguascalientes; Ambassador of Mexico in Chile on two occasions; Undersecretary of Planning, Evaluation and Coordination of the Ministry of Public Education, and finally Secretary of the same agency.

He was a consultant for CAF of the Development Bank of Latin America and the Inter-American Competitiveness Network of the OAS and is currently president of the OEI Advisory Council for Education, Science and Culture, and a member of the Chen Yidan Visiting Global Fellow of Harvard Graduate School of Education.

He is the author of several essays and books on public policy and educational management, and has received several distinctions, including the Global Leader of the World Economic Forum; the Order of Civil Merit, in the Degree of Grand Cross, of Spain; the National Council of La Raza Distinction for his contributions to the Hispanic population in the United States; the General Order Bernardo O'Higgins, granted by Chile.
