Suubi Community Primary School & Secondary Schools - Uganda

In the rural heart of Mubende District, Uganda, Suubi Community Primary and Secondary Schools stand as a quiet revolution in inclusive education. Founded by Daniel Sebugwawo in response to a devastating reality, that many rural Ugandan children attend school but never truly learn, Suubi today serves 650 students aged 5 to 19, supported by 24 dedicated staff. With fewer than half of Ugandan children achieving minimum literacy and numeracy proficiency by the end of primary school, and Mubende's learning gaps deepened by poverty, long distances, and the prolonged school closures of the Ebola and COVID-19 crises, Suubi was built to ensure no child is written off as a failure of the system.

At the core of Suubi's work is a powerful belief: every child can learn, though not in the same way or at the same pace. This conviction drives a structured catch-up learning model grounded in foundational skills. Teachers begin with simple literacy and numeracy assessments to identify exact learning gaps, then deliver targeted, adaptive instruction broken into manageable steps. Lessons use visual aids, manipulatives, storytelling, movement, and peer learning to meet diverse needs, including those of students with reading difficulties, attention challenges, language barriers, and trauma-related learning gaps. Formative assessment, learner portfolios, and individualised learning plans replace rigid exam-driven measures.

What makes Suubi exceptional is its intentional simplicity and resilience. Without reliance on expensive technology, the school has pioneered innovative context-specific solutions — most notably, assigning students with SEND leadership roles in STEM, arts, farming, and vocational projects. Under teacher mentorship, these learners plan experiments, manage teams, and present findings to peers, transforming confidence, motivation, and participation. This replicable model has become a signature of Suubi's inclusion culture.

Teacher training is structured across four quarterly phases, drawing on World Bank and UNICEF inclusive education frameworks, covering diagnostics, differentiated instruction, trauma-informed practice, and continuous formative assessment. Collaboration is embedded through multidisciplinary learner reviews, joint planning, and partnerships with Riverflow International (teacher training and mentoring) and an emerging partnership with Women in Technology Uganda to expand accessible digital learning. A newly installed solar power system now brings electricity to classrooms and computer labs, unlocking digital inclusion in a setting long constrained by unreliable infrastructure.

Suubi's impact extends deep into families and culture. Through its active Parents-Teacher Association, home visits, and community dialogues with local leaders and elders, the school actively challenges stigma around disability and gender, particularly protecting girls with SEND from cultural barriers to education. Attendance has risen, attitudes have shifted, and families increasingly view education as a shared responsibility.

The school's achievements have earned external recognition, including a Resolution Project Award and a Daniel Sebugwawo Project Award. If awarded the Global Schools Prize, Suubi would expand teacher training, hire additional staff for smaller class sizes, scale vocational and STEM programmes, and deepen after-class catch-up learning, ensuring that in rural Uganda, no child's future is defined by where they were born or how far they once fell behind.
